New legislation means that the collection and disposal of abandoned or hazardous vehicles is changing fast. Legislation is driving the change towards a new professionalism within the industry. This change is multi-agency, having profound implications for everyone involved in the disposal of vehicles. That is why an understanding of the new legislative environment is important. The End-of-Life Vehicles (ELVs) Directive (2000/53/EC) passed into European law in October 2000. It is concerned with cars, vans, and certain three wheeled vehicles.
From 2007 vehicle manufacturers become responsible for providing 'free take back' of End-of-Life Vehicles. This will be through convenient networks of Authorised Treatment Facilities under the terms of the EC End-of-Life Vehicles Directive. In the interim, Government has provided local authoroties with an additional £25m per annum since 2003/4 to help meet the growing cost of tackling abandoned and nuisence vehicles.
Just clearing abandoned vehicles from the streets is not enough. The days of handling responsibility to a 'geezer' with a mobile phone, a Rottweiler and junkyard are long gone. Local authorities must dispose of vehicles through Authorised Treatment Facilities in order to comply with the EC End-of-Life Vehicles Directive. Redcorn is one of the new fully-complient Authorised Treatment Facilities.
Vehicles are now classified as hazardous wast and recovery of a whole range of material must be recorded and stored safely (prior to disposal by a licensed wast management contractor) before they can be scrapped or recycled. It means raised standards for the industry and, in many cases, a whole new way of working. All vehicle fluids, oil filters, heavy metals (like mercury or lead), catalytic converters, possibley asbestos from older vehicles, batteries, LPG tanks, airbags and seatbest pre-tensioners must be removed. the compliance standard for fluids is tough - 98% removal.
Impermeable surfaces must be laid in specified areas, spillage collection facilities, water treatment (including rainwater) and safe storage must be in place. PPE (Personal Protection Equipment) has to be available, and be used by staff.
